Subject: [PATCH] fix(ci): run PR checks on devcontainer changes

A PR touching only .devcontainer/ (e.g. Renovate's devcontainer Go tag
bump, #110) did not match the pr-checks paths filter, so the required
'All Checks Passed' gate never reported and the PR stayed BLOCKED. Add
'.devcontainer/**' to the filter.
