ProjectPlanning passed PageLayout a new actions element every render, looping its title-context effect (Maximum update depth exceeded) and breaking the Add/Edit Initiative sheet. Memoized it like every other page does. InitiativeTimeline's status colors used bg-blue-9/bg-mauve-9 etc., which this project's Tailwind theme never defines (no Radix 1-12 scale wired into src/index.css), so bars rendered fully transparent. Switched to the project's real --chart-*/--destructive CSS vars.
