[Py2Py3] Migrate module Unified/checkor

The Unified/checkor.py is very important in the assignment cycle and we should migrate it to python 3.

Describe the solution you'd like
The checkor migration to python 3 should include identifying old functionalities and letting the steps more explicit.

Thanks a lot @amanda-grp Please check the following documentation which gives an overview of what checkor does https://github.com/CMSCompOps/WmAgentScripts/wiki/Unified-modules-and-their-roles

We also have the following PR to remove unnecessary code from Checkor https://github.com/CMSCompOps/WmAgentScripts/pull/820/files I didn't merge it not to mess up w/ production due to lack of this testing. I think it would be helpful for migration.

Features to migrate:

• Fetch workflows to check
  • If flag strict is true: fetch workflows whose status is away and are completed
  • If flag update is true: fetch workflows whose status is away and are not completed
  • If flag clear is true: fetch workflows whose status is labeled as custodial and assistance
  • If flags review and recovering are true: fetch workflows whose status is labeled as assistance (but not manual)
  • If flags review and manual are true: fetch workflows whose status is labeled as assistance and manual
• Fetch workflows on hold, bypass and force complete
• Update JIRA tickets
• Check maximum workflows to consume per round
  • Sort the workflows by their prioritization
  • Select the amount that can be checked this round
• Check workflows and define their new status
  • Check status. If workflow status is already close-out or announced, set it as close. If workflow status is failed, aborted, aborted-archived, rejected, rejected-archived or aborted-completed, set it as trouble (or forget if it is relval)
  • Check if it can bypass checks or force complete
  • Check campaigns and family
  • Check lumi section sizes
  • Check if files in DBS match files in Rucio
  • Check invalidations
• Notify requestors
• Update CloseoutController with new status and settings
• Call htmlor
