Raising rust-version to 1.99.1 broke the existing 1.85 CI and would stop the crate building on older toolchains. The Cargo.lock bumps go too; Dependabot proposes them in its own PRs. This reverts commit c6dbb00a1ad60c5cb2f1ba8b196ba6b8fbbfeebf.
