Our test cases so far cover packets with a single VLAN tag, but we should also test that we can correctly decode the inner tags for a packet with multiple VLAN headers.
This is mostly just a case of getting hold of a trace with examples of multiple VLAN stacking; once we have that, then writing the test should be simple.
