Add in file format translate module

goals for this module:

• can store pre-cut ntupled outputs in some lighter weight format (like parquet) that can then be reloaded elsewhere
• perhaps we could add in some sort of cache feature to allow the cuts to be adjusted too (would require more columns to be saved)
