ci(java): use the shared Maven publish workflow (Publisher Portal API) - #2195
Drops the vendored maven-publish workflow and scripts and calls the shared workflow from rapidsai/shared-workflows#668, which publishes through the Central Publisher Portal API (the legacy ossrh-staging-api is being retired). Also removes the profile-id input.
The build.yaml call points at the #668 branch for now; switch it to @main once #668 merges.
Testing: the same code ran as a temporary vendored copy in a PR build against the real Portal, reached VALIDATED and was dropped, nothing published. Tag-triggered publish not exercised.
The release path uploaded files one by one through the legacy
ossrh-staging-api compatibility service and then handed the staging
repository to the Portal. Sonatype asked projects to move to the
Publisher API.
Upload the signed bundle zip with POST /api/v1/publisher/upload as a
USER_MANAGED deployment, then poll status as before. Publishing is still
a manual step in the Portal UI.
The staging profile id has no meaning in the Publisher API, so drop the
profile-id input and option.

Note: CodeRabbit is an incremental review system and does not re-review already reviewed commits. This command is applicable only when automatic reviews are paused.
It looks like this branch is under active development. To avoid overwhelming you with review comments due to an influx of new commits, CodeRabbit has automatically paused this review. You can configure this behavior by changing the reviews.auto_review.auto_pause_after_reviewed_commits setting.
The build workflow now references a shared Maven publish workflow. The repository-local publishing workflow and its Maven bundle preparation, signing, Central publishing, and snapshot publishing scripts are removed.
The java-maven-publish job now references the shared workflow at ramakrishnap-nv/maven-publish-portal-api. The local reusable publishing workflow is deleted. The release-tag condition, dependency, permissions, secrets, and inputs remain unchanged.
Maven bundle preparation and utilities java/cuopt/ci/maven-publish/argparse.sh, java/cuopt/ci/maven-publish/maven_utils.sh, java/cuopt/ci/maven-publish/prepare_maven_bundle*
The argument and Maven utility helpers, bundle wrapper, in-container signing worker, and bundle preparation helpers are deleted.
Central and snapshot publishing java/cuopt/ci/maven-publish/maven_central_publish*, java/cuopt/ci/maven-publish/maven_snapshot_publish*
The Central publishing scripts and helpers, and the snapshot publishing scripts and helpers, are deleted.
Pin the release workflow to a reviewed commit before merging so later branch changes cannot alter credential-bearing publishing runs. Normal PR tests and PR builds are not affected by the earlier temporary upload setup.

Block the merge until the TEMP changes in this workflow are reverted.
This PR-time test setup replaces the normal PR pipeline. Merging it would cause these problems:
pr-builder waits only on changed-files, the Java jobs, java-static-gather, and java-maven-publish.
The C++, Python, docs, wheel, and Java test jobs no longer run.
The matrix filter at Line 341 is restricted to amd64.
Every PR build would run a Central Publisher Portal upload with real GPG and deploy secrets (Lines 416-418).
Add the revert as an explicit merge gate. For example, use a checklist item or a CI guard that fails on the TEMP: marker. The TEMP: marker comments in maven-publish.yaml and build_cuopt_java_jar.sh need the same gate.
The comment at Lines 378-379 about running the full Java suite against each classifier JAR no longer describes the job below it. Remove it with the revert.

Pin the shared workflow to an immutable commit.
This release job passes GPG_PRIVATE_KEY, GPG_PASSPHRASE, and MAVEN_DEPLOY_TOKEN to workflow code selected by the mutable ramakrishnap-nv/maven-publish-portal-api branch. A branch update can change release behavior and run different code with signing and deployment credentials. GitHub recommends a full commit SHA for reusable workflows, especially for security-sensitive jobs. (github.com)
Use the reviewed commit SHA instead of this branch reference. Do not switch to @main without pinning the merged commit.
