헬스체크를 관리 포트(8081)로 분리한 뒤(apply_prod_dau2.py) 이 경로는 ALB 밖에서 404 라
prod CD 가 배포는 성공해도 매번 failure 로 끝났다. 그 헬스체크는 ALB 대상 그룹이 보고,
앞 단계 rolloutState=COMPLETED 가 새 태스크 전부 통과했다는 뜻이다. /health/public 확인은 그대로.
