Add OS check during module import

Due to Windows down-level devices possibly having PowerShell v5.1 installed, I'll see about adding some code into the .psm1 that can detect the OS version and throw an error if the OS is not compatible.

Something like this, I suppose:

[version] $osVersion = (Get-CimInstance -ClassName "Win32_OperatingSystem" -Property Version).Version
if ($osVersion.Major -lt 10) {
   Write-Warning "This version of Windows does not include the 'dsregcmd' executable.  Only remote DsReg operations will be supported."

Even better idea. In addition, to the warning, I'll add 2 new commands to the module:

Test-DsReg - returns True if the machine has "dsregcmd.exe"
Test-DsRegDownlevel - returns True if the machine has "autoworkplace" installed.
