Updates the pinned Rust toolchain and dependency versions.

Toolchain

No change. The toolchain was already pinned to 1.99.1 in rust-toolchain, which is the latest stable release (rustc 1.99.1 (58cf8f9c3 2026-10-13)). No rust-version MSRV is declared in Cargo.toml. CI installs the toolchain via the unpinned rustup script and honours rust-toolchain, so no workflow change was needed.

No code changes were required. All updates are semver-compatible and compiled, linted and tested cleanly without modification.
