Subject: [PATCH] fix(commonalities-sync): checkout tooling repo explicitly in
 reusable workflow

Both "Checkout tooling" steps omitted `repository:`, so actions/checkout
defaulted to the calling repo (Commonalities) instead of tooling, where
validation/scripts and requirements.txt actually live.
