Create a `ce-dev status` command

This should give you:

• A list of all project containers
• Whether they are running or not
• Their IP addresses and port mappings
• Any relevant meta data

Actually, let's add a --all argument to this, so by default it tells you about the containers in this project, but if you run it with --all it will tell you about all ce-dev containers on the machine.
