Subject: [PATCH] fix(ci): remove duplicate Pages workflow that deployed the
 repo root

static.yml and pages.yml both deploy GitHub Pages on every push to main
and share the "pages" concurrency group. static.yml uploads the whole
repository root, which has no index.html, so whenever it deployed last
the site returned 404. On cd60499 both pages.yml runs were cancelled and
static.yml deployed, taking the site down. pages.yml builds and deploys
docs/, which is the real site.
