docs: add an English contributing guide
CONTRIBUTING.md is now in English and the Russian text moved to CONTRIBUTING_RU.md, with the same language buttons as the README. Both versions gain sections on security reports and bilingual UI strings, a link to the architecture notes, the CI format check, and pip-compile commands that match the generated headers.
