I experienced the same issues. What i did to fix mine is listed below ;

• open the project using visual studio 2017 via the xxxxxx.csproj file.
• restore the nugget packages via the project solution pane.
• it will ask you to save the project as a solution file before restoring the project nugget package
• save the xxx.sln "as" in the same project folder ;
• after saved you go and restore the nugget packages
• after you successfully restore, build the project and you will see the error you posted above.. just like sample below

• open the project file explorer via visual studio

• delete the nugget package folder.

• go back to visual studio and restore the nugget package through the solution pane.

• after you restore, build it and you will see the same error.

• now clean the project and build again.

• after that is done, the error will all go away then you can proceed to changing the connection string
  and running the sql script on your database.
