release: v0.18.2 — copilot/openhands host variants exit early on non-trigger prompts

Those hosts lack UserPromptSubmit matcher support, so every prompt
previously paid the full session-scope parse; now non-trigger prompts
return immediately. All five manifests bumped and .agents pinned to
tag v0.18.2 per the release-pinned convention.
