feat: 实现 S02 2.1 统一命令语法（5 测试全绿）

- 统一命令语法、canonical ID/别名及只读 plan
- 错参无进程副作用、plan 不运行构建/扫描
- tasks.md 勾选 2.1，总计 298/354 任务已勾选（84%）
