The C++ adapter SHALL observe explicitly declared, identifier-named constructors within verified ordinary record traversal using frozen-source positions and actual parameter-comment binding. Constructor purpose and applicable parameter descriptions SHALL be checked structurally; no return description SHALL be required for Clang's void constructor type. Implicit constructors, out-of-class contexts, template-dependent names and unsupported contracts SHALL remain unqualified or unresolved.

#### Scenario: Constructor parameter description is empty
1249
+
-**WHEN** an explicit in-class constructor has a purpose but an empty description for a named parameter
1250
+
-**THEN** observation SHALL retain the missing parameter component, mark return description not_applicable, and SHALL NOT invent a return obligation or grant semantic qualification
