current state of quicktle, and offering some small enhancements

Dear quicktle developers,

We are using quicktle for a project in Los Alamos and I notice it has not been updated much - possibly because there is not much need, since it does its job and does not depend on many outside things.

I'd like to offer a couple of adjustments to make it package better for Debian and Red Hat. Would that be OK? I can do it with the usual github pull request mechanism.
