Adding copilot as a reviewer doesn't stick

• In the PR panel for a draft PR, tap on the Reviewers pill
• Add copilot
• Noticed copilot is added as a reviewer, then almost immediately removed.
• Note: If I collapse the PR panel, then display it again, then copilot is now visibly listed as a reviewer.
