Subject: [PATCH] AVI-1647: prepare Graphos v0.2.0 release PR

Heal cabal drift (0.1.2.0 -> 0.1.3.0 to match released tag v0.1.3, release
policy §2) and bump to 0.2.0.0 so cabal == tag v0.2.0. Roll the ## Unreleased
section into ## 0.2.0 - 2026-10-29 and leave a fresh ## Unreleased on top (§3).

Release PR targets main; merge + annotated-tag v0.2.0 push remain merge-gatekeeper
authority (release policy §5 step 4). Related: #AVI-1635 (CTO release run).
