Subject: [PATCH] chore(pins): move governance pins to generation 0db2e10e

Move every libre-ai/project-governance pin surface of this repository from generation
5ef12472 to 0db2e10e3ea785c31c101914483ed501ec4cbb7a, declared in ecosystem/fleet-pins.v1.yaml.

Surfaces: .github/workflows/code-validation.yml project.v1.yaml

Opened by libre-ai/project-governance tools/fleet/bump-generation.ts. The merge stays with
this repository's required checks and a reviewer.
