Implement the aba, verhoeff, and damm identifier validators

spec/v1.0/catalog/validators.yaml defines eleven named validators for the custom identifier filter; phileas/filters/identifier_validators/ implements eight. aba, verhoeff, and damm are missing.

Acceptance Criteria

• aba, verhoeff, and damm are implemented and resolvable by name.
• Each has unit tests covering a valid and an invalid value.

Closes a gap against the PhiSQL specification. RFC: philterd/phisql#17, whose vocabulary is spec/v1.0/catalog/validators.yaml.
