This was discussed on Discourse as part of a larger plan to redesign the turtle module's translation process (see the thread and python/cpython#156360 for more information on this). The repository would store the translations (as well as some additional tooling for maintainers/translators), and publish them to PyPI. It's a similar idea to python/tzdata.
Please also note that I don't have any attachment to the proposed name, if there are any better suggestions I'm happy to adapt. :-)
