Convert plain sql to liquibase format

Some liquibase files have plain sql and cannot be run in a postgres db. Consider converting them to the liquibase format and also take into consideration apps that have already run those files and their checksum will break.

In addition, mailing_001.yaml also fails in postgres, bigint(20) should be plain bigint.
