fix(ci): run PR checks on devcontainer changes - #111

A PR touching only .devcontainer/ (e.g. Renovate's devcontainer Go tag bump, #110) did not match the pr-checks paths filter, so the required 'All Checks Passed' gate never reported and the PR stayed BLOCKED. Add '.devcontainer/**' to the filter.

Problem
Renovate PR #110 (devcontainer Go tag
1.26 → 1.27) is stuckBLOCKED. It changes only.devcontainer/devcontainer.json, which isn't in thepr-checks.ymlpaths filter — so PR Checks never run and the requiredAll Checks Passedgate never reports. Same deadlock class as #107.Fix
Add
.devcontainer/**to the filter.Note
After this merges, #110 needs a fresh commit/rebase (or reopen) to re-evaluate its triggers so the gate can report.
