feat(mpam): add narrowing tests and fix error checks - #663

- Add cache partitioning tests for request-to-internal PARTID mapping, request PARTID monitor filtering, and request PARTID enable control. - For optional RIS error reporting, check RAZ/WI behavior only when no architected error is reported. This avoids requiring RAZ/WI when ESR already reports the expected error. - Map rules GFYDF, ZGGMX, and CSLHH into the rule-based framework.
