Bump PY_VERSION to 2.7.18.17 and move the pythongh-151497 NEWS entry (#125: tarfile no longer pre-allocates a huge buffer for an oversized GNU or pax extended header) into the 2.7.18.17 release notes. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

- The only change since the
2.7.18.16tag is pythongh-151497 (#125), so the release notes cover everything that lands in this release. PY_VERSIONis2.7.18.17.Misc/NEWS.d/2.7.18.17.rstfollows the same layout as2.7.18.16.rst: the metadata header,section: Security, a one-line title and the entry text unchanged.

Release commit for 2.7.18.17, a security release on top of 2.7.18.16. Its one fix, pythongh-151497, is #125, which is already merged.
