Held: money wording, waits for the product owner's go-ahead. Do not merge before it.

Four docs pages say a refund does not lower the revenue counted toward a program's $10,000 fee-free tier. Since cms#384 (merge 88d86c9, live since v3.16.68) the code does: a refund lowers it by the refunded amount, never by more than that sale added. Exact new words:

• getting-started/pricing-performance-model.mdx ($10K guarantee): "A refund lowers the revenue counted toward it by the refunded amount, never by more than that sale added."
• brand/quickstart/commission-approval-cash-flow.mdx (refund handling): "Platform fees already billed are not refunded, and a refund lowers the revenue total that counts toward your program's $10,000 fee-free tier by the refunded amount, never by more than that sale added."
• faq/index.mdx (What happens if there is a refund?): same sentence.
• api-reference/track-refund.mdx (side effects): "lowers the revenue counted toward your program's $10,000 fee-free tier by the refunded amount, never by more than that sale added".

Why

The docs must match the code. Split out of the nav-v2 paths PR so that one can ship separately.

How verified

• Sources (affiliate-cms v3.16.118): cms#384 diff; commission-refund.ts:272-280, revenue-counter.ts:1-6,52-57, affiliate-fee.ts:10-16,212. Every refund path calls reverseCommissionForRefund: v1-tracking.ts:1617, webhook-distributor.ts:2030, dispute and invoice paths.
• Build and CI checks pass.
• Not documented here: cms#384 also waives a pending platform fee on a full refund of a sale not yet invoiced (money wording, separate decision).
