workflow_run과 수동 backfill 모두 열린 PR 전체의 리뷰 순서 status를 재계산합니다.이유
cancel-in-progress: false는 실행 중인 run은 보존하지만 pending run 여러 개의 순서를 모두 보장하지 않습니다. affected PR만 재계산하면 대체된 pending 이벤트의 영향 범위를 잃을 수 있으므로, 직렬화된 각 reconciler가 현재 전체 상태를 다시 읽도록 고정합니다.검증
