Closes #632
/claim #632
The services dashboard now shows row-shaped loading skeletons with a loading announcement and the same minimum row footprint as loaded content. Independent service-list and pagination error boundaries contain subtree failures, show stable error codes, log structured render errors, and offer a section retry.
Focused unit and integration coverage was authored for loading-to-content, loading announcements, row footprint, isolated subtree failures, and retry. Those tests were not executed in the source-preparation environment because repository dependency access was unavailable. Full lint, test, and build results remain pending.
