[P3] Expose expanded state on strategy cards #360

P3 - screen-reader users cannot determine whether a strategy card is expanded.

Finding

The strategy header button toggles details but has no aria-expanded or aria-controls relationship.

Acceptance criteria

• Keep aria-expanded synchronized with the open state.
• Point aria-controls at a unique details-region ID.
• Test both collapsed and expanded accessibility states.
