[P3] Include modifier group names in bulk action controls #362

P3 - repeated modifier bulk actions are indistinguishable to assistive technology.

Finding

ModBrowser.tsx renders identical Disable all and Enable all buttons for multiple groups, while the group name is a separate span and not part of the control name.

Acceptance criteria

• Include the modifier group in each accessible name.
• Keep names and states updated after the operation.
• Test uniqueness across all groups.
