Enhance raster metadata with vertex placement and border handling - #45

Version 2 records whether samples lie at cell centres or on grid vertices, and the eastern column and southern row that close a vertex tile's grid. The overlap enters the stored tile size. Version 1 metadata reads as area placement without overlap.
Vertex upsampling evaluates output q at source coordinate q/F, copying retained vertices exactly. Vertex reduction centres a half-band Lanczos filter on each retained vertex and keeps its attribution. The cheapest method, renamed from NearestNeighbourAndBox, interpolates vertices linearly and decimates them. Window and support queries account for placement; area scaling is unchanged.
vertex_grid::closed adds the eastern column, southern row and southeastern corner that a half-open vertex tile's neighbours own, with one bounded lookup: same-zoom tiles are copied, immediate children of virtual tiles decimated and coarser tiles interpolated linearly with their border repeated, except where their endpoint is the already known corner. endpoint_sources lists the tiles this reads, for dependency tracking.
A retained vertex copies its source vertex alone, so a window ending on one needs one source vertex less, and a single retained vertex needs only its own. Support queries now agree with the taps read: a closed 5x5 grid upscales to 9x9 linearly without any halo.
A closed vertex grid whose southeastern corner has no source, at the southern world edge or inland, now repeats the eastern column's last value instead of the tile's own corner.
