Windows 10 support

Forge cli can install successfully on Windows, but it will fail if follow to run forge install latest:

C:\Users\zhiho>forge install latest

some component is not working on windows, but some works. we can smartly enable/disable things that actually work on windows.

our web app, blocklet etc. should all works on windows perfectly
