D613: fix Validate theme labels and Partnerships status views

Objective

Validate's theme picker printed a missing interview count, and Partnerships used statuses the pitch store does not emit. Theme options now show stored titles; Signed, In motion and Dormant show the correct records and matching counts.

Implementation

The board exposes only a project-wide interview total, so the picker omits per-theme counts. A single pitch-status table groups approved/published, proposed, and rejected/withdrawn respectively. Filter counts derive from those same row arrays; Dormant renders its rows rather than the old unavailable gate. Dormant age remains unavailable.

Testing

Root build: exit 0. Five rendered fixture tests pass. Fifteen implementation mutations fail their assertions, and every restoration passes. Required full drift command returned EXIT=0: 5,059 frontend tests, 5,906 Worker tests (three existing skips), 127 retention tests, guards, types, lint and dark-mode checks. D613 ID check and diff whitespace check pass.

Risks

Frontend display change only. No Worker, migration, auth or credential changes. Roll back this PR to restore the prior display. Production deployment and its logs remain with the owner.
