View challenges "as player" by admin

Is your feature request related to a problem?

Not really, we can see which challenges are not yet completed, and complete them for the player.
But we don't want all admins to have this permission. We do want them to understand the player better.

Describe the solution you'd like.

We want the admins to have a perm to not edit or complete challenges for players, but have a perm to open the challenges As if they are the player. So they can better understand support tickets and see what the player sees.

Understandable request for support/debugging. Nothing like this exists today — the player panel is always built for the viewing user, and every button action assumes that user.

It's implementable: build ChallengesPanel with a separate target-user parameter, disable the complete/click actions in view-only mode, and add an admin subcommand behind a permission. One caveat: "what the player sees" also depends on their location and permissions, so a perfect reproduction is misleading anyway — it would show their completion state, not their exact view.

Leaving this in the backlog for now — it's quality-of-life rather than stability, and the admin user list already shows per-player completion state. If you hit this regularly for support, comment with the scenario and I'll bump the priority.
