Other plugins can spawn entities that Limits ignores by tagging them with the persistent data key limits:exempt in the spawn consumer (BentoBoxWorld/Limits#304, #305). Adds a developer section with an example, what the tag does, and the rule to tag only at spawn time. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Documents the entity exemption tag added in BentoBoxWorld/Limits#305 (closes BentoBoxWorld/Limits#304).
Adds a For developers: exempting entities section to the Limits page, just before the changelog. It covers:
limits:exemptin Paper's spawn consumer, with an exampleLimits.EXEMPT_KEYis the same key)The feature isn't released yet, so the section is marked "Coming in the next release after 1.30.2". The changelog entry can be added when the release notes are written.
