   • Bump minimum python version to 3.11 because 3.10 will no longer be supported before our release https://devguide.python.org/versions/
   • Change package name to carta-python since carta has been registered on PyPI. (included in Add CARTA startup version validation #168)

   • Update Read the Docs (no migration to PyData theme this time).
