项目中的覆盖指令和隐藏目录指令此前不会被加载。现在每级目录优先采用非空

go test ./internal/projectconfig -count=1通过；实际 Provider 投递、快照刷新/重开和上下文压力下投递的 application 聚焦测试通过。Windows junction 拒绝用例通过；本机无符号链接权限，三个 symlink 子用例跳过，交由 CI 的其他平台执行。基于 #434，便于分别审阅与合并；本 PR 无界面改动。
