Document the instruments, with the tracking camera in depth

• Tracking camera chapter now disambiguates the three unrelated settings all called a mode: the ACF camera mode (mode), the H2RG readout scheme (exposure), and the acquisition mode (exposuremode)
• Documents its instrument commands, the four ROI argument shapes, why leaving window mode is not the inverse of entering it, and why h2rg_init is required on a cold start
• Adds the instrument's own config keys, and flags WRITE_TAPINFO_TO_FITS in the shipped cfg as read by nothing
• CryoScope page records that the module no longer builds against the core: its exposure mode instantiates a one-parameter template with two and uses member names the base class renamed
• Notes that only the tracking camera is built in CI, which is why the others can fall behind unnoticed
• Corrects the core key page: START_PARAM is live but read only by the CryoScope module
