Link attribution to allow filtering search results

The attributions should be able to link through to a filtered list of docs.

To achieve this, we'd have to do the following:

• Create area next to search bar with the filter.
• Allow filters to be dismissible.
• Add filters to the API request.
• Create nginx redirect rule for /public/search

Just going to note this as also something we need to be cognisant about.

Would also need the old /public/search/ queries to work here.
