Bump pypi-publish action to v1.14.2 - #30

The publish job fails with "InvalidDistribution: Invalid distribution metadata: '2.5' is not a valid metadata version". Current hatchling emits Metadata-Version 2.5, and the pinned v1.12.4 bundles a twine too old to parse it. v1.14.2 bundles twine 7.0.0, which handles it. Unrelated to the 0.4.0 changes: building pre-merge main, with its static version, produces Metadata-Version 2.5 as well.

Problem
The
publishjob fails:Current hatchling (1.32.3) emits
Metadata-Version: 2.5. The pinnedpypa/gh-action-pypi-publish@76f52bcis v1.12.4, which bundles a twine predating support for that metadata version — see pypa/twine#1327.This is not a side effect of the 0.4.0 release. Building pre-merge
main, with its staticversion = "0.3.11", also producesMetadata-Version: 2.5; the trigger is hatchling drift against a pinned action, so any release cut now would hit it.Fix
