Refresh the gap baseline from the fetched main head and preserve the unique dated evidence from the existing baseline PR lane. The snapshot separates ADR/research authority, protected implementation, open candidate heads, and synthetic/runtime acceptance. It records exact heads for the 16 ready main-targeted PRs, checks, review state, integration conflicts, and unverified protection status.
