chore(stack): adopt repaired gateway parent into #448

Non-force stack adoption for #448 after #446 merged into the serialized #441 gateway-mediation parent and the Content-Encoding RED authorized the minimum Wardnet-owned production repair. This PR points from current parent test/440-gateway-header-mediation-red@16a0d0807692203dabc83823793dcefef087c661 into child test/447-content-encoding-red; it does not add new feature logic. Merge only to produce the ordinary two-parent child lineage so #448 can re-run its hostile buyer-path tests against the current parent exact head.
