The sentences "A new card needs a SOURCES entry; a test enforces that. The cards are read by scripts/fleet/card_markup.py…" continue on the UNCHECKED bullet's line, with no blank line after it. Markdown renders them inside the network-outage remedy.
Fix: end the bullet, and start that paragraph after a blank line.
