Where: _fleet/README.md, the prefix_census.py comment, and the PR body: "Reference and curator collections named for a registry (GO_REF:, PO_REF:, GOC:) … #84 classes them with literature."
#84's inventory puts the three in different places:
- GO_REF: literature-like, a CITATION candidate.
- GOC: curator attribution, under "not vocabularies under any reading", which the proposed rule says never to count.
- PO_REF: not mentioned at all. It has 6 occurrences, the same kind as GO_REF.
A maintainer settling #84 from the README could add GOC, the largest at 40,653, to CITATION.
Fix: state each as #84 does.
