Motivation
PHP setup instructions assume a Datadog Agent and do not explain the CDN configuration preview or its first-evaluation initialization behavior.
Changes and Decisions
Document managed and custom CDN setup, source precedence, bounded initialization, sidecar recovery, subprocess requirements and rollback for the native and OpenFeature APIs. Mark the capability as unreleased and separate configuration retrieval from reporting. This depends on dd-trace-php #4312; it makes no claim that direct EVP delivery is available.
