• Add a local FastAPI backend with config saving, lightweight precheck, run state, and live progress APIs
• Add a React/Vite wizard UI served by the local backend
• Add a double-click macOS launcher and update usage docs

Test Plan

• pytest -v
• npm run build
• .venv/bin/resume-screening --help
• Local smoke test for / and /api/config
