[repo] Implement unlisting workflow and improve validation processes - #466

Add a maintainer-authorized unlisting issue form and workflow that opens a tracked metadata PR. Require repository-only PRs to pass [repo] title validation before the protected gate succeeds.
Allow bot-created yank and unlist PRs to bypass contributor ownership and title checks. Prefix removal request titles and rename the unlisting label.
Use the rollback color for the Unlisting operational label.
Force-push with a lease after confirming no matching unlisting PR remains open, allowing a maintainer to rerun a request whose prior PR was closed.
Resume yanks whose release removal completed but rollback did not. Require evidence of an interrupted operation, reuse open rollback PRs, and safely replace stale closed branches.
Resolve stale branch SHAs before replacing unlisting or yank branches so retries work from fresh clones without overwriting concurrent updates.
